Use the tip of your pen and dot on the kimono to make decorations. Do not push the pen nib down as this will release the pen barrel safety valve and paint will flood out .
Just use the paint that is fresh on the nib.

Some cartoon style rocks like this look great with what I call the sticker look , which has a contrasting line around your image .
Tradition tells you to do that white .
But a simple method to use to try any colour is to use the complimentary system on a colour wheel .
It is simple and they are the opposite colours on the wheel .
I have pink on her dress do the opposite colours are green and aqua shades . So I outlined in that .

Use a black colour pen and outline  the image, Great pens for outlines are Posca 1m, !mr or the 0.7m size in Tooli-Art or Artistro.

And if you want to add a touch of highlight –  pop on a few dots and dashes of white paint .
